Voting Question: How can we obtain a birth certificate with expired identification?

I have a friend who needs a birth certificate from another state that he cannot easily travel to. His only form of ID is an expired Illinois state ID. He needs a birth certificate in order to obtain a new state ID in Ohio so that he may obtain a Social Security card. He needs his birth certificate from Indiana, We filled out an application and sent in a money order, but it was returned due to the ID being expired.
